A Balance SSR is always In Effect: ?Two German Garrison MMC (and SW/SMC set up with them) may set up Concealed in Rubble/Building Hex(es)?
This Balance SSR is added to reduce the possibility for a ?spoiler? start to the Game, where the Partisans completely wipe out the Garrison before any SS Reinforcements can interdict. The Partisan player would almost certainly meet the VC and spend the remaining Turns running and hiding from the German Reinforcements. This SSR hardly affects Balance, but should certainly make the scenario more interesting.
